The Plant Irrigation Controller is a tool obtained from Plant Bods that enhanced and eases the plant growing experience. When in your main pack this item will look like a 
wooden chest.
You can add an obtained Plant Tending Tool, a Composting Barrel, and Plant Sprinklers to this machine.
To use this machine with any of the items you can do most of your plant work in the controller, Double-Click the controller while it is locked down in your house. THIS DOES NOT ADD SEEDS TO PLANTS OR PLANT THEM ON THE GROUND.
From this menu, you will be able to see a variety of information and actions that can be taken. You can add tools, go to any plant in the house that the controller is in's advanced plant menu, add potions for sprinklers, use sprinklers on any plant in the house, and compost any seeds or plants in your pack.
The Advanced Plant Menu allows you to do more tending and pollination directly off the menu to the specific plant. This includes setting to decorative mode, pulling to pack, and pollinating a plant in the house.
From this menu, you can pollinate a plant it should give info on what you will receive when pollinating from the plant you chose to use the pollen from.
