To use the Artifact Exchange you can turn in certain artifacts for 100 credits. Turn in by dropping one of the accepted artifacts onto Shen who is in Town Center just up the stairs west of the player vendors.

You can use these credits to buy the following:

Despise Artifact Token 1000 Double-clicking the token will place a random Despise Artifact into your backpack.
Mondain Artifact Token 1000 Double-clicking the token will place a random Mondain Artifact into your backpack.
Shadowguard Artifact Token 1000 Double-clicking the token will place a random Shadowguard Artifact into your backpack.
Stygian Abyss Artifact Token 1000 Double-clicking the token will place a random Stygian Abyss Artifact into your backpack.
Virtue Artifact Token 1000 Double-clicking the token will place a random Virtue Artifact into your backpack.
