The Spellbook Straps is a container that can be obtained when it is the highlight of the donation bonus. This item can hold your Spellbook and only takes 2 item slots in your pack. Spells will be castable from anywhere as long as the straps are a child of your backpack.
NOTE: This only works from being in your backpack or a container in your backpack. You still need to hold in your hand a leveled spellbook for its bonuses.
